The organization

CIIIC is the innovation program for Immersive Experiences (IX), running until 2029. It is funded by the National Growth Fund and is overseen by the Ministry of Education, Culture and Science (OCW), with CLICKNL responsible for coordination and operations.

In addition to the Program Team and four implementing organizations—one of which also has a liaison in the Program Team—there is a Steering Group, an Advisory Board (with representatives from the IX community), and the broader IX community.

Program Team and Implementing Organizations

The Program Team is at the heart of CIIIC’s execution and is supported by four implementing organizations that drive the program forward:

  • NWO/Regieorgaan SIA
  • Creative Industries Fund NL
  • RVO (Netherlands Enterprise Agency)
  • TNO (Netherlands Organization for Applied Scientific Research)

These organizations are also represented in the Program Team through a liaison.

These four organizations implement the CIIIC program, making use of existing policies and infrastructure as much as possible:

  • RVO uses the Innovation Impact Challenge as a tool for funding calls.
  • The Creative Industries Fund NL applies the Artistic and Design Research scheme for its call ‘Artistic & Design Research for Immersive Experiences’ (ADRIE).
  • NWO/Regieorgaan SIA deploys both short- and long-term research funding programs.
  • TNO coordinates a national network of existing facilities, collectively forming a single IX-Labs ecosystem.

Advisory Committee ('Begeleidingscommissie') 

The Advisory Committee (in Dutch: Begeleidingscommie, not to be confused with the Advisory Board) monitors and reflects on the strategic guidelines, stimulates the progress and coherence of the CIIIC program's implementation, and promotes the development and embedding of public values within the CIIIC program. To this end, the Advisory Committee serves as an informative, monitoring, and advisory body for the Ministry of Education, Culture and Science (OCW) and all levels within the program's organizational structure, drawing on the Innovation Agenda, the master plan, and the key performance indicators, among other things. The Advisory Committee advises the Ministry of Education, Culture and Science and all implementing organizations on the program's monitoring and evaluation.

The Advisory Committee is chaired by an independent chair. Each member brings specific expertise aligned with the five CIIIC action lines. Members participate in a personal capacity. Representatives from the Ministries of Education, Culture and Science and Economic Affairs serve as observers to the Advisory Committee.

Recruitment for the Advisory Committee will take place in the autumn/fourth quarter of 2025. Jann C. de Waal is the current (interim) chairman of the Steering Committee.

Advisory Board

The Advisory Board provides both solicited and unsolicited advice on key content areas to the CIIIC Program Team, to ensure that all content, activities, and outcomes meet the needs of the sector.

The Advisory Board consists of creators (including artists, producers, and developers), researchers, education specialists, and commissioners.
